About Me


Marlene Coffey is the CEO of the Ontario Non-Profit Housing Association (ONPHA) and a recognized leader, elevating the importance of affordable housing through an economic development and systems approach to sector transform. With experience spanning finance, municipal and the non-profit sector, she is focused on making housing a catalyst for economic recovery and growth.
In the past two years, Marlene’s advocacy efforts have played a pivotal role in securing $23B in funding and commitments to repair existing assets and build new housing portfolios in Ontario.
Her approach is both inclusive and solutions oriented. Marlene’s ability to navigate complexity and build partnerships has earned her a reputation for turning challenges into opportunities.
Marlene holds two master’s degrees and is a registered professional planner. She uses her expertise to advocate for policies that address immediate community needs while fostering long-term economic stability. Her portfolio includes the cities of Hamilton, Toronto, and Waterloo, and currently, a province-wide mandate. She is also serving in her appointment as an industry expert on the Ministry of Municipal Affairs and Housing (MMAH)’s Housing Implementation Team.
